Mr Pu was originated from Luanxian, Hebei. He had participated into hunger strike carried out by student activists in 1989. He obtained his bachelor degree in history from the College of History at Nankai University in 1986. He obtained his master’s degree in laws from China University of Political Science and Law in 1991 and then obtained practicing qualification in 1995. Then he started practicing in 1997. He had taught at the Department of Law at the Communication University of China between 2000 and 2003. He is now a solicitor and executive partner at Beijing Huayi Law Firm. He has handled well-known civil rights lawsuits in recent years.

In the afternoon of 10 October 2010, Mr Pu had been stopped and taken away by officers from the Bureau of National Security, Ministry of Public Security, when he was discussing with a reporter from Le Monde concerning the matter of Liu Xiaobo – who was being awarded the Nobel Peace Prize. He had once been detained, was then released. In May 2014, Pu was arrested and jailed by police, charged with "causing a disturbance". The arrest followed his attendance at a meeting of dissidents campaigning for official recognition of the Tiananmen Square protests of 1989. Four other lawyers who attended the event were also jailed.
