Lam graduated from the law school at Peking University in 1962. He then worked in Tibet for military tribunal and national security issues and returned to Fujian Province in 1981. He was the vice-director of the pretrial services agency of the Fuzhou Public Security Bureau as well as the Legislation Ministry, and the director of lawyer control department, Fuzhou Justice Bureau. In the year of 1996, he became a human right lawyer in China. In 2009, Lam was subjected to a 1-year punitive work suspension after getting himself involved in the lawsuit of Fuqing Discipline Committee explosion case, Fuzhou police-criminal shooting case and Fujian Netizen case.
